●The overall planning objectives of infrastructure

　　The detailed planning on the municipal projects and utilities project at the first phase of Tianjin Lingang Industrial Area is based on the social, economical development of Lingang Industrial Area in different stages as well as the enterprise development and offers the powerful guarantee for the important stage of development of Lingang Industrial Area at the beginning of the new century.

　　●the first phase overall planning --- Planning target on infrastructure

　　▲ Roads

　　There are total 3 arterial highways, 4 secondary arterial highways and several branches during the first stage. In this area, there are 9 bridges under planning. So far, the temporary roadbed finished in Lingang has reached 24 kilometers and the construction on No.4 Planning Road has formally began in April 2005.

　　▲ Railway

　　The railway construction will start from East Dagu Compiling Station and extend into Tianjin Lingang Industrial Area along with the South Drainage River. There will be two railways starting at the west along No.16 Road and south along No.3 Road with an arrangement station will be built to the west of No.16 Road. Now, Tianjin Local Railway Bureau has been entrusted to work out a detailed plan and it is estimated that the railway will formally put into operation and extend to Lingang by 2006 and the transport capacity shall reach ten million tons per year.

　　▲ Wharf and Tank Farm

　　Lingang Industrial Area Harbor Affairs Co., Ltd. has been established and has planned to build up one liquid wharf at 5,000-tonnage and a bulk cargo wharf at 20,000 tonnage by the end of 2005 as well as a 50,000-tonnage wharf by 2006. The tank farm is under construction and another large-scaled petrochemical tank yard has planned to be constructed.

　　▲ Water supply

　　By the end of 2005, the water-supply capability for Tianjin Lingang Industrial Area shall be able to reach 50,000 tons per day, and up to 2008, both Tanggu Municipal Running Water and Beitang Industrial Water Works will be able to provide 100,000 tons of water for the area per day. By the year of 2020, Tianjin Lingang Industrial Area shall receive 200,000 tons of water for daily use and the Tanggu Seawater Desalinization Plant will shall also be capable of supplying 200,000 tons of water per day.

　　▲ Wastewater treatment

　　Tianjin Lingang Industrial Area will build up Wastewater treatment plant by the way of the joint venture, raising the funds as well as the general contract. The Wastewater treatment plant within Tianjin Lingang Industrial Area is designed to dispose of 140,000 tons of wastewater per day and the secondary Wastewater treatment plant can deal with 16,800 tons per day, it is predicted that such plant shall formally come into operation by the year of 2008.

　　▲ Electricity Power

　　In April 2005, one 35KV transformer substation shall be built to meet the need for construction work. At the beginning of 2006, the first 220KV transformer substation shall has been completed and the heat and power plant project will formally put into construction.

　　▲ Telecommunication

　　The construction of telecommunication network at the first phase shall help realize the economic and social informationization of Tianjin Lingang Industrial Area enabling it to become one window opening to the outside world for the purpose of promoting the economic development.

　　▲ Natural gas

　　The pressure of planned gas source of Lingang is designed to be within the range of 0.4-2.5Mpa and the gas volume supplied during the first phase shall be 140,000 cubic meters per hour.

　　▲ Pipe rack

　　North-south main pipeline work will be along the west side of No.19 Planning Road and No.21 Planning Road. To ensure the smooth connection of pipeline, the arterial pipe work will be built to the east of No.6 Planning Road and No.20 Planning Road and the secondary arterial pipe work will lined to the west of No.6 Planning Road.

　　▲ Fire control

　　The responsibility zone of firehouse in chemical industrial area is in Class A. Total four first-class firehouses shall be set up in the planed area at the first stage in Tianjin Lingang Industrial Area, amongst one special firehouse and three normal ones, which is situated an the center of responsible field with convenient traffic condition.

　　▲ Industrial gas

　　An international gas supplier shall make the investment in this field and shall complete the project introduction work before June 2005. The plant starts to offer all kinds of industrial gas to the enterprises within Tianjin Lingang Industrial Area by the end of 2006.Up to 2009, the gas supply volume shall reach 100,000 cubic meters per day.

　　▲ Administration Center

　　An administration center shall be built to the south of Tianjin Lingang Industrial Area that offers all-round and " one-stop type " service for all the enterprises in the area.
